CITIZENS PROPERTY INSURANCE CORPORATION (CITIZENS) has created this electronic Participation System for companies to report premium data online. General Instructions for this application are found below. A "Help" link providing more detailed instructions can be found above and once you have logged in.

This data call is being conducted consistent with provisions of the Florida Statutes and Citizens' Plan of Operations. Pursuant to §627.351(6)(b)3b., Florida Statutes, "Each assessable insurer's share of the amount being assessed... must be in the proportion that the assessable insurer's direct written premium for the subject lines of business for the year preceding the assessment bears to the aggregate statewide direct written premium for the subject lines of business for that year".

A response from all Florida insurers licensed to write property and casualty insurance is required even if an insurer did not have Florida written premiums for 2020.


  1. You will need the following information to log into the system.

    1. NAIC Number
    2. Computer generated password sent to you by Citizens. (Please note that this password changes each year.)

  2. Once you have successfully logged on, a Participation Worksheet will appear and will be pre-populated with your company's information. Please check the name, address and NAIC number before proceeding, and make changes as necessary. This is the information that will be used to mail your Participation Statements.
  3. You will be required to enter the prior year's premium data for the Subject Lines of Business from your NAIC Annual Statement, Exhibit of Premiums and Losses (Statutory Page 14-Business in the State of Florida(19.FL)) into the Participation Ratio Worksheet on an individual company basis.
  4. The Participation Ratio Worksheet must be completed (submitted) on or before May 1, 2021. (Worksheets can be saved and edited before they are submitted.)
  5. You will not be allowed to make changes after the May 1st deadline.
  6. Please print a copy of your Worksheet for your records, as the system will be unavailable after May 1st. Premiums will be verified with the Office of Insurance Regulation (OIR) after they are submitted.
  7. Citizens will complete worksheets based upon information obtained from OIR for companies that do not submit by May 1, 2021. If premium data from OIR has to be used, you will not receive any adjustments or credits to your participation ratio.
  8. Participation Ratios will be mailed to companies once all Participation Ratio calculations have been finalized.

  10. You must complete the Worksheet to ensure that all premiums for all subject lines of business are reported accurately and completely. All insurers are required to respond to this request for information. If your company has no written premiums for 2020, please enter zeroes on the Worksheet.
